Bangalore: For two reasons ,CM Sadananda Gowda’s debut in making a Budget speech claims people’s attention One, he presented the budget himself on March 21 at 11 A M, and not Yeddyurappa with all his monkey tricks.

Secondly while Yeddyurappa had secretly pre-planned his own Budget speech with a few dependable bureaucrats helping him from inside the finance ministry, it was DVS Sadananda Gowda who crossed Yeddy’s R s. 1Lakh crore, to reach 1.027 crore rupees in his budget exercise.

Thus he become the proverbial “Serige Savva Seru” (1.25 to a 1 in measures) even the ex-cm who was known as financial wizard. It was the case of David versus Goliath in which the young David demolished an aged warrior Goliath in Biblical era.

Gowda has earned the gratitude of Gold and diesel users by reducing taxes, given loans to agriculturists up to Rs.1lakh each without interest levies, provided higher salaries to lakhs of state Govt servants, encouraged tourism business,given lavish amounts to monasteries and communities for their welfare works, and yet shown an excess of income over his expenditure list , by a whopping 931 crores of rupees.

Those who use tobacco and liquor are made to pay through their nose, an increase in duties Gowda is bringing Singapore to Mangalore by constructing an openarium to    watch sea creatures under the sea by forming tunnels under the sea and laying huge cobles from seashore to1.5km inside the Arabian Sea, as in Singapore.

CM Gowda has kept a fund of R s. 6,896crores from his treasury for Gramoddhara (rural development), with 1000 select villages being regarded as ‘golden villages’ under a plan.

Two Hotel Management institutes will be set up in Mangalore to boost Tourism. The Coastal Development Authority gets Rs 125 crores for growth schemes.

On the whole, the new budget is transparent, provided implementation is done within a definite tume-frame, say the Common people who read the newspapers.
