Mangalore: CPI(M) members in a protest rally demanded a Budget with genuine concern for common people (have-nots) as against those who have cash and property, when they met near DCO gates on February 15, to discuss the preparations being made by CM (a local man) for the ensuring budget in March, for the fiscal year 2012-13.
The CPI(M) slogan was ‘Peoples urge for pre-Budget’ and the speakers made it clear that it could be for people’s welfare only and not for the leaders popularity in BJP.
The ruling party should make such declarations that benefit ordinary citizens who wait for a socio-economic justice under the India Constitution.
In an earlier agricultural budget the (yeddy) Govt. had boasted and portrayed that farmers were given all the importance, but implementations belied this false notion.
Budgets are presented year after year, only as advertisements, lacking depth and implementation that would benefit voters, who trust in the cabinet decisions.
Poor farmers were cultivating Govt. lands as they had no second choice, but no regularization of title deeds was done all these years, under Form 50 or 53.
The Budget in March must address this issue now. In most of the GPs in district, the poor had no lands, for distribution among those who had no sites at present, the speakers urged.
They turned to rural Primary Health Centres and observed that they were no better in matters of health care. The farmers in drought hit areas sought debt reliefs and other packages of help from the sate. There was no pension scheme for ryots (as in Kerala or Maharashtra) on reaching superannuation at 60 years of age. The Unorganised sector workers are asking for minimum wages at Rs. 10,000 per month.
There is power crisis in the sate at present, due to highrise buildings thefts, and abuse. The Rally demands ration cards to all BPL families to survive several other issues were also touched upon by CPI (M) which is ruling neither in Bengal, nor Kerala at present but only talking of issues.
