Mangalore: A protest meeting held on Monday at DCO circle, by Educational Resources Central Union of DK district, demanded framing of rules under Right to Education Act.
Like-minded organisations lent support.
Addressing the Union of Educational Resources Centres members, Convenor of Campaign against Child Labour in DK District, Renny D’Souza said the draft of the rules was ready, but these rules have to be duly notified by the Government, which lacked interest in doing so.
These rules should be notified before CM Sadananda Gowda presents his annual budget, to earmark funds for implementing the Act.
The least Rs20,000 crores are needed to implement the RTE Act, he stated. There will be a wait of one year, if rules are not notified now, he Warned, and that is happening anyway.
The government has to issue guidelines on fees structure in private schools. The Act provides 25% reservation for children of poor and marginalised classes in the private educational institutions.
A Commission for protection of child rights, that was asked to monitor the implementation of Act, went without rules to start the work, he pointed out.
There should be a minimum of 2 teachers in a primary school, with 50 students. No capitation fees are allowed, but schools collect them.
