Shimoga: Remember Hartalu Halappa, a rebel MLA and BJP minister who was disgraced in a Rape case in 2009 last year, and spent days in Jail? The CID Police have now submitted their charge-sheet relating to rape of married woman by Halappa on Wednesday evening, in the 3rd additional JMF court for enquiry proceedings.
It is stated in the charge sheet that former minister/MLA Haratalu Halappa had rapped his friend’s  (Venkatesh Murthy’s) wife Chandravathi at her house on 26-11-2009 and that the incident had become common knowledge on 02-05-2010. Halappa had resigned his cabinet post later on.
Chandravathi aggrieved by Halappa’s despicable behaviour, had lodged complaints in and also in Bangalore with DGP/IGP, and the state governor.
There were demonstrations and protests by people all over the state against Halappa, urging the police to conduct inquiries. Finally bowing to public pressure seeking justice, CM Yeddyurappa had handed over the incident for CID enquiry. CID has charge-sheeted Halappa now.
Halappa had absconded for weeks after his moral turpitude, and evaded going to jail under the pretext of heart trouble. Then he had suddenly surrendered to SP in Shimoga one day. He was in hospitals of Bangalore and Shimoga for recovery.
The Hyderabad Forensic Lab had confirmed that fact of rape from Halappa’s clothes and other specimens given by the aggrieved couple (Chandravathi and Venkatesh Murthy). This fact had provided circumstantial evidence to the whole criminal case, to help the enquiry now, conducted by CID police.
