Mangalore: The DK district Panchayat in its monthly meeting held on Monday (Oct.25) for a special purpose has approved a plan outlay costing around Rs. 1,800 crores, for the 11th Plan period of 2007-12, of local governing bodies.
There was a delay of 3 years already and now it has to be approved by the government. 18% of the total allocation is given to the lowest tier of GPs, 9% for taluk Panchayats 21% for Urban local bodies and about 52% to the Zilla Panchayat.
A comprehensive plan has been implemented in 2007 in DK, but the state govt, wanted it to come under the 5-year Plan, so a perspective plan was drawn up. The study and preparing the PP was outsourced to Institute of Social & Economic Change in Bangalore. The ISEC took an year to start the study, thereby 3 years were lost. The implementation of the project has to be done in 2 years, the CEO of DK-ZP stated.
P. Shivashankar informed the special meeting that Rs. 740 crores were allocated to infrastructure growth. Social welfare activities take 31% of the allocation. Production sector gets Rs. 490 crores, he added.
MLA U.T Khader did not like the long delay in approving the Action Plan. He cautioned that the govt, would give its approval only in March 2011. So one more year would be lost again. He advised that 12th Five year plan of ZP should start immediately, to make up for the lost time, and to keep things in proper perspective strategically.
Santosh Kumar Bhandary, ZP chief, presided MCC Mayor Rajani Dugganna, and Commissioner Dr. V. Prakash were present among others at the meeting that formulated the 2007-12 plan for implementation in the next 2 years.
